Yes, it does, but it really doesn't need to. The only reason it's still
there is because of a pathological hatred of Windows on the part of the
OpenSSL maintainers. All it does is generate a makefile, and the output
hasn't changed in the last 10 releases....

Anyway, I think having a separate download for the files needed for
Win32 is a good solution to the problem. Exactly how those files are
generated is a problem for someone else :-)  Having said that, can SVN
run a script after a check-in on a given branch?
