I'm afraid I don't understand the reasoning for this. Can't we just make
it a requirement for people who want to build the docs manually to
install a minimum (or specific) version of xsltproc and the stylesheets?

To be honest I don't see why we need to bloat our tree with third-party
sources which will get out of date...

(Also, 5.5MB commit messages fail. Thunderbird ground to a halt and I
had to switch back to mutt.)
