This is:

(1/9) - Common OSFileError - Error accessing a file. Check permissions.

(look up in ExceptionCodes.txt, which is built by ./configure in the=20
distribution)

As you're on cygwin, I can't really help much. Try checking that you=20
can cd to and ls the directories you've specified in the config file as=20=

the user you're running the daemon under.
