No. If there are new keys, you can't access the data.

This is why I suggest moving it offline. If someone has got the old 
keys, then if it's offline they can't access it, but if you really need 
it you can put it online and access it.

Basically, if the keys are compromised, so is all the data, so you want 
to make it hard to get at.
