This may not be what is happening for you, but I encountered a similar
issue a few days ago.  Looking in the config.log I saw that the real
problem was I didn't have LD_LIBRARY_PATH set properly so the test
program compiled by configure failed to run.  I added the bdb lib dir to
/etc/ls.so.conf and ran ld.config and then configure was able to find
bdb without problems.
