That's right - once you're logged in you'll see an edit link at the
top-right of the TOC. It's really just another wiki page which you can
view and edit as normal:

http://bbdev.fluffy.co.uk/trac/wiki/TOC

As with any page on the wiki, you do need to be registered and logged in
before you see the editing capabilty, though.
