If your looking for an open source installation system for Windows,
NSIS<http://nsis.sourceforge.net>is one of the best.  I used it many
moon ago and really, really liked it.
It even has an Eclipse plug-in, in case your using Eclipse.  It only builds
Windows installers, but your can compile them with any Posix system.

Also, I checked on InstallJammer and found that it is licensed under the
GPL, so it is free as in speech as well as beer.  :)
