I would appear that after having come to some sort of basic
agreement with the White House, Congressional Democrats
where blindsided by a radically different proposal by
Republicans.
It is not clear if this is Congressional Republicans and the
White House playing games or if Republicans in Congress
are acting on their own. But either way it will slow down
the process. The whole thing was having trouble getting
support anyway, radically conflicting plans and unclear sides
mean returning to step one.
