It seems it implements SDW's goal of delta-ing DOM trees. The slides show
an example of an XML document about an actor which, when transmitted in
the video's header, contains a biography and so on, but a subtree
indicating his position on screen is "updated" in every frame showing
the actor...
It's a schema-driven compressor, rather than a generic XML encoding, but
that's probably OK.
