This looks wrong to me. There should be a brace stanza inside 
BackupLocations giving the name of the location, which is used as the 
directory name on the store.  Something like this:

BackupLocations
{
	root
	{
		Path = /root
	}
}

I'm surprised that this passed the config check. I'll test it.
