It already does. If you set the soft limit equal to the hard limit then 
the server will never delete anything. The client could then take it into 
its own hands to manage the storage space and delete whatever old 
versions, etc. it sees fit, but currently contains no code to do so, and 
therefore the backup would be blocked at that point.
