[IWE] Ubuntu 6.10 and the demise of /etc/inittab

Those expressing surprise at the disappearance of this file will be relieved
to learn that their Ubuntu installations aren't broken. The old init process
has been replaced in 6.10 by the upstart daemon and associated config. I
haven't looked deeply into it - although I will - but it seems like a good
idea at first glance.
