Very useful when you have to disinfect a computer where 
Explorer is one of the infected files. Open a command 
window, shut down explorer, and run your clean-up program.

On Windows 98  Ctrl+Shift+Esc doesn't work, but since 
you have a command window open you can just type 
Explorer.
