[Box Backup] Win32 native client service bbackupd.conf

Chris,

I gave the new version some testing, and here is some thoughts:

- EventLog resource problem has been fixed and looks good now
- tons of SetReplacementFileAttributes activity on the first backup run
- bbackupd.exe crash problem upon service shutdown has been fixed

All backups completed successfully (large file diff, KeppAlive, etc.). Anything else in particular
that I should pay attention to?
